Fixed Route Scheduler
Location: Regional Transit Service, Rochester, NY

Responsibilities:

Regional Transit Service (RTS) is looking for a qualified Fixed Route Scheduler.  The Fixed Route Scheduler plays a critical role within RTS Operation.  This is a professional position that handles the fixed route transit scheduling and run cutting activities.

TYPICAL WORK ACTIVITIES:  (may perform other duties as required)

Quarterly Schedule Development; responsible for assisting in the development and publishing of schedules that meet demand, promote safety, improve quality and that are cost effective in conformance with policies and procedures.  Works with Manager of Scheduling and other fixed route schedulers to develop policy and service engineering that defines Operator work and headcount, overtime and payroll, pay rules and fleet composition, as well as service delivery.  This includes determining peak vehicle and operator requirements, headways, running times, routings and customer volumes. Ensures the most efficient run-cuts are being established, within contractual limitations. Ensures the public is informed of any schedule or service changes and coordinate the production of public timetables and produce internal customer documents such as route descriptions, maps and driver instructions for fixed route services.

Route Evaluation and Continuous Improvement; continuously review and understand key measures and route scorecards, identify service trends and develop policies and service design options that result in a more cost-effective service offering. Observe and analyze schedules, service patterns, run assignments, etc. to improve service and reduce costs. Track and evaluate transit services, including determination of costs/benefits of proposed route modifications. Prepare technical analyses as required.

Scheduling Customer Service; promotes and cultivates a customer service focus within the Transportation Services Department. Develop and maintain strong relationships with internal customers, bus operators, business development and external customers in order to exchange information that allow us to be more in tune with our customer’s and operator’s needs. Continually meets with bus operators to obtain and exchange ideas and suggestions for improvements to business unit processes.



Requirements:

KNOWLEDGE, SKILLS, ABILITIES and PERSONAL CHARACTERISTICS: Working knowledge of the transit schedule; Working knowledge of RTS’ processes and procedures; General knowledge of Trapeze FX (or similar) applications; Working knowledge of Microsoft Office Suite; Ability to create and edit documents, prepare Power Point presentations, create and use Access databases and Excel spreadsheets; key boarding skills; Ability to communicate clearly and concisely orally and in writing; Ability to establish effective professional working relationships; Organizational and planning skills; Ability to perform routine mathematical/statistical and time calculations; Ability to arrive at work promptly, regularly and dependably; Tact, diplomacy, ability to meet the need of the position.

Senior Project Manager
Location: Regional Transit Service, Rochester, NY

Responsibilities:

JOB OVERVIEW:   This is a senior-level professional position responsible for the successful delivery and completion of assigned projects and other supporting activities as part of the Project Management Office. Work involves frequent interactions with the project sponsors, stakeholders and team members to define project requirements, scope, risks, staffing requirements, organization and approach. Works under the general supervision of the Director of the Project Management Office, may receive general direction from the Chief of Operations and the Chief Operating Officer.

JOB DUTIES AND RESPONSIBILITIES:  Not all duties may be performed at all times. The position may be required to perform other work as required. Duties may include, but are not limited to, the following: 

Assists in the development of the annual comprehensive plan tactics and strategies by working with the designated project team and sponsors to develop detailed project work plans, milestones, timelines and budgets. 

Responsible for managing all aspects of assigned projects to include overall planning, resource coordination, scheduling, budgeting and execution and post project evaluation. Ensures projects are delivered within the planned schedule, budget, and scope and to the satisfaction of sponsors and stakeholders.

Works with the Procurement Department to obtain quotes, to create and process purchase orders, tracking orders, receiving equipment, etc.  Assists in the development of RFP’s and RFI’s.

Coordinates with the Project team and Accounts Payable to process milestone payments and vouchers.

Conducts project status meetings, tracks progress and budgets, prepares written narrative progress reports as required, presents status updates, escalating issues as required and in a timely manner. Maintains and updates all documents pertaining to assigned projects. 

May be required to serve as a project liaison representing RGRTA and the project to other departments, senior management, the Board of Commissioners or outside organizations.

Responsible for effectively closing projects ensuring that all project work and documentation is complete and that all project work has been successfully transitioned to the responsible department.

Work involves the continuous development and improvement of the Project Management Office including project lifecycle and process definition and template development.

Provides project management leadership and mentoring to less experienced project managers as well as other RGRTA employees acting in a project management capacity.

Requirements:

Required Education and Experience:

Systems Engineering experience desired. Previous experience working on projects with software and harware intigration desired.

Graduation from high school or equivalent plus either:  

A.)  A Bachelor’s Degree in Business Management or a technical field or a related degree from an accredited institution plus eight (8) years of progressively responsible professional technical experience, including four (4) years of project management experience.

B.)   Master’s Degree from an accredited institution , plus six (6) years of progressively responsible professional technical experience,e including four (4) years of project management experience  OR:

C.)   Any equivalent combination of education and experience plus possession of a PMP certification.

Lift Line Mechanic
Location: Transportation, Gates, NY

JOB SUMMARY:
This position is responsible for maintenance and repair of buses in the Lift Line fleet to standards set by company regulations for motor vehicle inspections and safety standards.

ESSENTIAL FUNCTIONS:

1.  Inspect and test equipment at prescribed intervals of time and usage or upon malfunction or breakdown.
2.  Disassemble, inspect, and replace worn or broken parts.  Fit and adjust new or repaired parts.
3.  Test drive vehicles for diagnosis and completed repair.
4.  Notify supervisor of potential dangerous equipment and corrective action taken.
5.  Maintain a clean and safe working environment within workstation.

ADDITIONAL RESPONSIBLITIES

1. Drive facility repair truck to vehicles broke-down away from facility.  Make necessary repairs or change buses.   
2. Snow removal including shovel, plow and salt facility lots as necessary.
3. Performs all other assigned duties related to the overall maintenance and repairs of company’s vehicles and Lift Line cars.

Requirements:

KNOWLEDGE, SKILLS, AND ABILITIES

Minimum of five years shop experience required.  Ability to diagnose and repair air conditioning systems.  Diesel experience would be helpful but not required.  Entire fleet is medium duty one ton chassis, currently all Fords with 6.0L diesel engines.  Experience in hydraulic brake systems.  Must be capable of replacing, bleeding and adjusting brake shoes, pads, rotors, wheel bearings and calipers.  Experience in a variety of electrical systems including charging, cranking, lights, interlock and lift systems.  Familiar with the use of tire equipment for mounting and balancing wheels.  Use of torches and welding equipment needed at times.  Must become familiar with the operation of our fleet maintenance software system and properly utilize it.  Able to receive correction and follow directions as well as being self-managing.

High School graduate or GED required with prior vocational training in diesel mechanics; ASE certification; strong computer literacy skills. Must have a CDL B PERMIT with clean driving record.  Able to interpret a variety of instructions in written, oral, diagrammatic, or scheduled form.   Required to supply own hand tools.  Must be able to successfully complete pre-employment physical, drug screen and criminal background check.

Director of Labor Relations

The Director of Labor Relations is the central clearinghouse for all matters related to the administration of the Authority’s five collective bargaining agreements and employee policies which includes but is not limited to; policy review, investigatory interviews and investigations and grievance administration. The Director of Labor Relations will represent the Company at grievance hearings and arbitrations. The Director of Labor Relations will lead or actively participate in the Collective Bargaining process and provide advice and guidance on all collective bargaining agreements within the company. This position involves extensive contact with all levels of management, including officers, as well as union officials for the purposes of problem and issue resolution, training and negotiating.

The Director of Labor Relations is also actively involved in employment litigation matters; which include representation of RGRTA before various administrative agencies including the New York State Public Employment Relations Board, New York and United States Departments of Labor, the Equal Employment Opportunity Commission, and the New York State Division of Human Rights.



Requirements:

The successful candidate must have a Bachelor’s degree in Industrial Labor Relations, or a closely related field PLUS a minimum of 10-years of full time work experience in the field of labor relations, which must include experience in matters related to:

Decisions regarding appropriateness and level of employee discipline and/or terminations. 

Contract negotiation as negotiator.  

Grievance administration as well as performing arbitrations

Retirement Specialist

Position Summary: 

Regional Transit Service is seeking a highly motivated, self-directed and results oriented person to work with our People Department team in the capacity of Retirement Specialist.

 

Job Duties and Responsibilities:

·         Administer four defined benefit Retirement Plans in accordance with Plan provisions; manage Plans’ day-to-day affairs

·         Compile, maintain and audit participant data, including dates of participation, contributions, wages and/or benefits; submit such data annually to Plan Actuary

·         Assist Plan Actuary with annual valuations

·         Assist Plan Auditor with annual audits

·         Determine employee eligibility for Plan participation, retirement and/or benefits

·         Calculate and accrue interest on employee contributions; issue refunds of employee contributions to terminated employees

·         Calculate employees’ part-time service credits and required contributions and implement appropriate payroll deductions

·         Calculate pension benefits for active, retiring and terminated vested employees

·         Conduct retirement consultations with employees; conduct exit interviews with retiring employees

Performance Measurement and Data Analyst Manager

Responsibilities:

Job Overview

Under the supervision of the Vice President of Research and Development (R&D) department, the Performance Measurement and Data Analyst Manager will collect, compile, analyze and interpret all necessary data to create efficiencies, reduce cost and generate revenues.  A significant portion of this position’s responsibilities will concentrate on analyzing the financial impact of different operational activities resulting from performance measurement analysis and researching revenue or cost reduction opportunities for the Authority.  This position will require the ability to manipulate large quantities of data, apply technical skills in order to perform financial analysis for the organization’s functions, initiatives and projects.

 

Job Duties and Responsibilities

Duties may include, but are not limited to, the following:

·         Examine information and processes with an eye towards identifying financial opportunities for the organization and making sound business suggestions.

·         Use common practices such as regression analysis, ROI, net present value, benefit to cost ratio, breakeven point, etc. to conduct analysis and identify economic opportunities.

·         Use data and identify factors to determine pricing structures for new and existing products and analyze prices under different scenarios to determine the elasticity effect of a price change.

·         Optimize yield and revenue of bus service in various markets by analyzing current activity, historical trends, pricing environment, capacity trends, and competitive factors to determine and implement the optimal level of service.

·         Create “what if” models to determine possible outcomes of strategic decisions.

·         Develop financial models that result in favorable rate of return

·         Manipulate extensive amounts of data using statistical and financial tools.

·         Make tabular formats, fact sheets, graphs and reports on research results and generate a summary.

·         Interact with the other business units in the organization to understand current business processes, discover available information and assess the quality of the data.

·         Assist in the preparation of presentations, manuscripts and project related topics and exhibit the results of research experiments to groups of people.

 

Skills, Abilities and Knowledge Required

3+ years of Financial Analysis experience required, Fluent and experienced in the creation of ROI analysis for projects and initiatives, Proficient with the use of spreadsheets programs and analytical tools, Experience manipulating and organizing large quantities of data, Fluent in Microsoft Office; superior Excel skills, Strong analytical skills, Experience with the creation of charts and graphs, Proficient in mathematical and statistical procedures and practices.

Masters in Business Administration from an accredited MBA program.  Bachelor’s in Finance, Accounting, Economics or related program from accredited College or University.
